CONSTITUTION
1. TITLE Responsibility for the furtherance of Welsh Athletics Limited’s Aims and Objectives in the North of the Principality shall be delegated to the NORTH WALES REGIONAL ATHLETICS COUNCIL. Hereafter referred to as N.W.R.A.C.
2. CATCHMENT AREA The N.W.R.A.C. will be based on the following Unitary Authorities: CONWY, DENBIGHSHIRE, FLINTSHIRE, GWYNEDD, WREXHAM, YNYS MON and the Newtown and Welshpool areas of POWYS.
3. MEMBERSHIP Membership of the N.W.R.A.C. shall be open to the following:
a) All Athletics Clubs affiliated to Welsh Athletics, having their headquarters within the Region.
b) Educational Establishments based within the Region. </br />
c) Associate/Individual Members of Welsh Athletics.
d) A Sports Development Officer from each of the Region’s Unitary Authorities and Welsh Athletics Ltd’s Network Officers.
e) A representative from each of the Welsh School’s A.A.A.’s District Associations based in the Region.
4. MANAGEMENT The officers of N.W.R.A.C. shall be the CHAIRPERSON, SECRETARY, TREASURER and VICE-CHAIRPERSON; together with such officers as the N.W.R.A.C. shall decide.
5. ELECTION OF OFFICERS Officers shall be elected at the Annual General Meeting, by a simple majority of those present and eligible to vote.
6. ANNUAL GENERAL MEETING
a) The Annual General Meeting is open to all members of N.W.R.A.C. Clubs and Bodies affiliated to Welsh Athletics Ltd, will be entitled to send voting delegates according to their registered first-claim membership, viz:
Clubs with registered first-claim membership 1 -100 may appoint 2 voting representatives.
Clubs with registered first-claim membership 101-200 may appoint 3 voting representatives.
Clubs with registered first-claim membership of over 201 may appoint 4 voting representatives.
Bodies affiliated to Welsh Athletics Ltd may appoint one voting representative.
b) The Annual General Meeting will be held during the month of June.
c) The Annual General Meeting shall be held at a venue to be decided on a year-by-year basis.
d) The Business Agenda for each Annual General Meeting will include:
I. Election of Officers.
II. Election of the region’s representatives to the General Council of Welsh Athletics Ltd.
III. The determination of fees, as/when appropriate.
IV. Consideration and approval of the audited accounts.
V. Reports from each of the principal officers.
7. ORDINARY GENERAL MEETINGS Ordinary General Meetings shall be held five times during each year. They will be open to all members of N.W.R.A.C., with each Club entitled to send one voting representative.
8. DUTIES AND POWERS Within the framework of the Welsh Athletics Ltd’s NATIONAL DEVELOPMENT PLAN (and the Welsh Athletics Ltd’s annual Operational Plan), the Powers and Duties of N.W.R.A.C. shall be:
a) To implement the National Development Plan within the Region.
b) To manage the Regional Budget, including the generation of Regional finance through sponsorship and grants.
c) To promote the development of all branches of athletics throughout the Region.
d) To encourage and support a vibrant Club structure and the recruitment, training and progress monitoring of volunteer officials.
e) To establish and maintain a close working liaison with Schools and Local Authority Sports Development Officers.
f) In conjunction with the National Coach, to assist in the development of Coaches and Athletes.
g) The N.W.R.A.C. shall support an annual fixtures programme, drawn up by the relevant sub-committee of Welsh Athletics Limited, including championships in all disciplines at various age-groups, representative matches and all Inter-Regional/Counties competitions in all disciplines.
h) The N.W.R.A.C. shall organise an annual Regional fixtures programme including championships in all disciplines and representative matches.
i) To monitor the quality of existing athletics facilities within the Region and to consider the need for upgrading or new facilities.

j) To inquire into, and to report to the General Council of Welsh Athletics Ltd upon any of the following matters within the Region:
I. Breaches of the Laws and Rules of UK Athletics, or rules of Welsh Athletics Ltd, which may be reported or come to N.W.R.A.C.’S notice.
II. Cases of alleged misbehaviour or unfair practices.
III Complaints against Clubs, Societies or Managing Authorities staging athletics meetings and also complaints by participating athletes.
IV Matters referred to N.W.R.A.C. for investigation by the General Council of Welsh Athletics Ltd.
k) To appoint representatives to attend all Welsh Athletics Ltd’s principal committees.
l) To recommend individuals for the Welsh Athletics Ltd’s Meritorious Award and Award of Honour.
9. MINUTE BOOK The N.W.R.A.C. is required to retain, in a suitable book, minutes of all proceedings and a record of members present at each meeting.
10. REPORTING The N.W.R.A.C. is required to furnish the Head of Operations of Welsh Athletics Ltd with a copy of the minutes, or a written report of the proceedings, within 14 days of each meeting. Copies will then be forwarded to all relevant addresses.
11. JURISDICTION All decisions of N.W.R.A.C. will remain in force, pending confirmation or amendment by the General Council of Welsh Athletics Ltd.
12. AMENDMENTS TO THE CONSTITUTION This constitution may only be substantially altered at an Annual General Meeting, or Extraordinary Meeting, when the support of a two-thirds majority of those present and entitled to vote will be required.
13. INTERPRETATION (ENABLING CLAUSE) At any General meeting of N.W.R.A.C., in the event of any matter arising which is not adequately covered by the Constitution, but which requires a Ruling, the Chairperson shall be empowered to make the requisite Ruling.
